1-VENUE
The 2001 IODA World Sailing Championship will be held from 12th to 23rd July 2001 in Qingdao, China.
2-ORGANISING AUTHORITY
The Championship will be organized by the Qingdao Laoshan Zoujia Sailing Club under the authority of the Chinese Yachting Association and Qingdao City Government in conjunction with the International Optimist Dinghy Association (IODA).
3-LANGUAGE
English shall be the official language for the Championship.
4-RULES
4.1 The Championship will be sailed under the following rules:
The 200 l/2004 Racing Rules of Sailing (RRS),
The current Class Rules and Conditions of the International Optimist Class,
The Final Notice of Race,
The Sailing Instructions (SI),
Any subsequent changes made by the Race Committee or the International Jury with approval of the IODA Executive Committee.
4.2 The event is designated ISAF Advertising Code Category A. All competitors will be required to display advertising of the event sponsor on the hulls in accordance with Appendix 1, 20.3.3 and may be induced to display other advertising on clothing.
5-INTERNATIONAL JURY
An International Jury will be consisted in accordance with RRS 89(c) and RRS Ql . Decisions of the lnternational Jury are final and not subject to appeal.
6-ELIGIBILITY
Competitors shall comply with the International Sailing Federation (ISAF) eligibility requirement in accordance with RRS Kl, and with the conditions for the IODA World Championship.
Each member country of IODA may enter a team of 5 sailors born in 1986 or later with one Team Leader, one Country Representative and one coach. Teams from non-member countries of IODA may enter subject to the approval of IODA.
Sailors shall be either nationals or bona fide residents of the country they represent, unless otherwise agreed by the IODA Executive. A sailor who has represented one country at an IODA World or Continental Championship shall not represent another member country except in cases of alteration of residence, which cases shall be approved by the IODA Executive. Attention is drawn to ISAF Regulations relative to the ISAF World Youth Championship.
7-FORMAT OF THE CHAMPIONSHIP
7.1 For the Beacon Challenge Cup (BC) the entire fleet will be divided into 6 divisions (as far as possible with the same number of boats), each of which will sail at least once and if conditions permit 2 or 3 times, with each of the other divisions.
7.2 After the first 5 races sailed in the BC the total points of the 4 sailors with the best cumulative results from each national team will be added to give a team total score. The 16 teams with the best team total scores will race in the IODA Challenge Cup except that, if the team of the host country does not so qualify, it shall replace the team with the 16th best scores. The format will be described in Supplementary Sailing Instructions.
7.3 For the Miami Herald Trophy the total points of the 4 sailors with the best individual cumulative results from each team in all BC Championship races which count will be added to give a team total score. The Trophy will be awarded to the team with the best team total score.

9-SCORING
9.1 The Low Scoring System, RRS Appendix A2.2 will apply.
9.2 For the Beacon Challenge Cup competition the series will consist of up to 15 races for each division, of which 5 shall be completed to constitute a Championship. Each race of two divisions will be scored as one race in which all competitors of those two division have entered. Only races which have been completed for all 6 divisions will count.
9.3 Each boat's total score for the Championship will be the sum of her scores for all races excluding her two scores when 11 or more races have been completed or excluding her worst score when 6 or more but fewer than 11 races have been completed.
9.4 The scoring system for the IODA Challenge Cup will be described in the Sailing Instructions.
10-SAFETY
In addition to IODA Class Rules 4.2 (A) and (B), 4.3(A) and (B), each boat shall have on board a secured paddle with a blade surface of not less than 0.025 square meters and each competitor shall carry a whistle attached to clothing. Competitors not complying with this instruction will be attributed a penalty of 5 points for each race of the day on which they have failed to observed this instruction.
11-SUPPORT BOATS
11.1 The organizing committee will provide a general team /coach boat, and the Team leaders or coaches have a choice to charter a support boat.
11.2 Team support boats will only be permitted subject to the following conditions:
a) The presence of support boats shall be reported to the Race Committee and each boat shall display a number flag supplied by the Race Committee.
b) The presence in the boat of other team leaders/coaches appointed by the Race Committee shall be accepted.
c) No more than one person from each country shall be on the water in such a boat at the same time.
d) Such support boats on the water shall contain two people of different nationality.
e) All support boats shall comply with rules established by the Race Committee.
11.3 No other individual team support boats shall be used.
11.4 The support boat prices will be US$520* per country, including insurance (13 official days) from 10 July to the end. A non-returnable deposit of US$250 must be paid no later than 15 January and the balance by 15 April.

12-MEASUREMENT
12.1 Competitors are allowed to use only one hull, daggerboard, rudder (with tiller and extension), mast, boom, sprit and sail during the Regatta. These parts of the equipment will be measured according to the Measurement Regulations, and approved to be complying with the Class Rules by the Measurement Committee.
12.2 Substitution of damaged equipment may be permitted after approval has been given by the International Jury.
12.3 All boats shall carry national letters or sail numbers (three different digit minimum) in contravention of the Class Rules. The national letters to be carried shall be those of the country entering the chartered boat.
13-LIABILITY
13.1 Participants compete entirely at their own risk and responsibility.
13.2 The Organizing Authority and any other party involved in the organization of the Championships accept no liability whatsoever for any injury, damage, loss or claim, whether personal or material, incurred by or inflicted to participants before, during or after the Championships.
14-INSURANCE
Competitors must carry a valid third-party liability insurance covering all risk. Insurance certificates may be inspected at registration. Alternatively insurance can be bought at time of registration for US$10.
15-ENTRY FEES
15.1 Entry fee including accommodation and meals, between Official Arrival Day (July 12th) and Official Departure Day(July 23rd ) will be per person: USD400 for sailors and maximum three adults (Team Leaders, Country Representatives and Coaches).
15.2 Fees must be received by Bank Draft before April 15th, 2001.
15.3 A surcharge of 15% will be charged to all late entries.
15.4 The name of the beneficiary is: Qingdao Laoshan Zoujia Sailing Club
15.5 Fees must be paid in US Dollars
16- ENTRIES
16.1 For reasons of planning (accommodation and boats available for chartering) the Preliminary Entry Form and
Charter Boat Deposit Form shall be returned to the C.Y.A. no later than January 15th, 2001.
16.2 The Form for Paying Entry Fees, Balance of Optimist Charter Fees and Balance of Support Boat Fees shall be
returned to the C.Y.A. no later than 15 April 2001
16.3 The Final Entry Form and Visa Invitation Form shall be returned to the C.Y.A. no later than 1 June 2001.
17-ACCOMMODATION
17.1 Competitors and team officials will be housed in the Qingdao Fu Xin Hotel.
17.2 Packed lunches will be provided for each team.
17.3 The first official meal will be dinner on Thursday 12th July and the final official meal will be breakfast on Monday 23rd.
17.4 A damage deposit of US 100 for the accommodation may be charged by the hotel and will be refunded if no damage has occurred.
17.5 Muslim food can be provided if requested in advance.
17.6 The damage deposit and other extra charges at the hotel may be paid by Visa or Mastercard.
18-EARLY ARRIVALS
Teams wishing to arrive on 10th or 11th July should contact the Organizing Committee in order to book accommodation. The daily fee per extra day will be US$ 50 per person including meals. Teams wishing to arrive on 9th July or earlier should contact the Travel Agency (see 20-SUPPORTERS)
19-CHARTER BOATS
19.1 Charter boats will be mandatory and available from July 10, 2001.
19.2 The official supplier for the 2001 Optimist World Championship is Dragon (formerly Qingdao Zou's S.C.).
19.3 Boats will be supplied with "Dragon" daggerboard and rudder and Optiparts "Black Gold" spars. Alternatively sailors may use such equipment of their own.
19.4 The charter price will be US$350 (not including insurance and sail), of which deposit of US$200 must be paid at the date of Preliminary Entry, that is no later than January 15th 2001. The remainder must be paid by 15 April 2001.
19.5 Charter boats may be available to teams who have not paid this date but, if so, will be charged at a higher fee US$650 unless otherwise agreed before 15 April by the IODA Executive Committee.
Such Agreement will only be given to countries that can establish that exchange controls in their country do not permit transfer of money by the due dates.
19.6 A damage deposit of US$150 will be required on receipt of each boat, to be refunded if no damage has occurred.
19.7 Insurance will cost US$10 per boat.
NOTE THAT ONLY CASH WILL BE ACCEPTED FOR DAMAGE DEPOSITS AND OTHER PAYMENTS TO THE ORGANISING COMMITTEE.

21-SAILING CONDITIONS

22-SOCIAL EVENTS
To enhance the friendship between the participants and to make their stay in Qingdao more enjoyable, appropriate social events will be organized.
23-TRANSPORTATION
23.1 Qingdao airport is served from Beijing, Hong Kong, Fukuoka, Seoul and Singapore.
23.2 The organisers will on request reserve flights from Beijing to Qingdao at a cost of US$200 per person return and will escort passengers to their flights, subject to the following conditions:
Flights are only available on 10, 11 and 12 July.
Names of passengers (maximum 8 persons per team), time of arrival in Beijing, and payment in full must be received by the organisers by 1 June at latest.
Return flights will be reserved on 23 July to arrive Beijing at 0915* unless otherwise requested.

23.2 From the Qingdao International Airport to Fu Xin Hotel is about half an hour bus ride. Teams arriving between 10 and 12 July will be met at the airport and transported to the hotel free of charge.
Before that date transportation can also be arranged but would be charged separately.
23.3 The hotel is approximately 1.5km from the venue. A shuttle bus service will be provided.
23.4 Car rental is not available in Qingdao. However we will have an information desk all the time in the Hotel where you can arrange your transportation and activity in Qingdao during your stay in Qingdao.
Almost all participants require visas to enter China. Official teams and any spouses should apply for business visas, which require an invitation from the Chinese Yachting Association. These invitations will be issued automatically on receipt of the Final Entry Form. Please contact your nearest Chinese embassy or consulate for details. Other supporters should apply for tourist visas.
Note that passports must be valid for six months after the proposed departure date from China.
