1. ORGANISING AUTHORITY
The organizing authority will be The Egyptian Sailing and Water Ski Federation (ESWF) and the International Optimist Dinghy Association (IODA).
2. VENUE
The venue will be Alexandria, Egypt
3. ACCOMODATION
3.1 The official accommodation will be the Academy hotel and will be arranged for sailors and three adults per team.
3.2 The accommodation includes breakfast, lunch basket and dinner
4 ENTRIES AND ELIGIBILITY
4.1 Competitors shall be born in 1986 or later and shall comply with the ISAF eligibility requirements in accordance with RRS Appendix 2 (Regulation 21) and with the Conditions for IODA Continental Championships.
4.2 Each member country of IODA in Africa may enter up to seven sailors with a maximum of five being of the same gender.
4.3 Each other member country of the IODA may enter up to four sailors with a maximum of three being of the same Gender.
4.4 The host country may enter an extra team.
4.5 Each team may send one team leader and two coaches.
4.6 Sailors, officials and non-competitors will be eligible to enter this event by completing the

5. ENTRIES
5.1 The skipper shall be entered on completion of registration.
5.2 Preliminary entries will be made on the enclosed official Entry Form, which must be received by the organizing authority no later than 1st April 2001. The Final Entry must be fully completed no later than 1st May , 2001
5.3 Late entries may be accepted at the discretion of the Organising Authority.
5.4 Entry Fee
A non-refundable entry fee of US $ 300 for each sailor and official shall be paid to the Organising Authority. The entry fee includes accommodation in a double room, meals and local transportation. Participants wishing to occupy a single room (if available) shall pay an entry fee of US$400.
The entry fee for two sailors and one adult from any African country which was not a member of IODA prior to 2001 will be paid by IODA.
5.5 Damage Deposit
When registering for the event skippers shall pay a damage deposit of 100 US $ to cover damage and loss of equipment during the event.
Deposits will be refunded at 20:00 hours on 7 July 2001.
6. RULES
The following rules shall govern the event:
6.1 The current ISAF Racing Rules of Sailing (RRS),
6.2 The Notice of Race, including amendments
6.3 The Sailing Instructions (available at registration) and any amendments thereof.
6.4 The Optimist Class Rules and Conditions.
7. Jury
An international jury will be appointed, approved by the national authority and constituted in accordance with RRS appendix M.
8 BOATS AND SAILS
8.1 The organisers will supply Optimists to all sailors.
8.2 For teams from Africa and ISAF Group I two of these will be new boats, the others used boats in very good condition and no charter fee is payable
8.3 For sailors from other countries charter boats will be supplied at a fee of US $ 400 for new boats (if available) and US $ 250 for used boats. Used boats will be allocated by draw as decided by the race committee.
8.4 Sailors shall supply their own sails and buoyancy aids, and may supply their own spars, rudder, daggerboard and ropes.
8.5 Sailors may supply their own boats provided that the boats are Optimists conforming to the Class Rules.
8.6 Support boats are available with US $ 90 per day.
9. MEASUREMENT
9.1 Competitors are allowed to use only one hull, daggerboard, rudder (with tiller and extension), mast, boom, sprit and sail during the Regatta. These parts of the equipment will be measured according to the Measurement Regulations, and approved to be complying with the Class Rules by the Measurement Committee.
9.2 Substitution of damaged equipment may be permitted, after approval has been given by the IJ.
9.3 Boats officially chartered for the Regatta through ESWF shall carry national letters and sail numbers of the country entering the chartered boat with sail number digits the same as the newest boat registered in the competitor's country. This amends the Class Rule 2.7.5. In other respects, the sail shall comply with RRS77.
10 COURSES
The courses will be trapezoidal course
11 ADVERTISING
The event will be classified as Category A in accordance with the ISAF Advertising Code Appendix 1. Event sponsor advertising in accord with Advertising Code, Appendix 1, 20.3 d (i) may be required.
12 THE PROVISIONAL PROGRAMME
12.1 Race office opens from 1600 June 28
12.2 Registration and Measurement will be from June 28 until July 2
12.3 Practice races can be arranged on request.
12.4 The first briefing will be at 0900 June 30.
12.5 Racing days will be from July 2 to July 7.
12.6 The time of the first race each day will be 1200.
12.7 The prize giving will be held at 1700 July 7.
13. Scoring
The Low Point System, RRS Appendix A shall apply.
The championship will consist of up to 11 races of which 5 shall be completed to constitute a championship.
Each boats total score for the championship will be the sum of her scores for all the races excluding her worst score when 6 or more races have been completed. If 5 races have been completed all races will be counted without discard.
14. PRIZES
Prizes will be awarded as follows
1st, 2nd and 3rd , Overall
1st, 2nd and3rd African overall.
1st, 2nd and 3rd, African Girls
15. SAFETY
In addition to IODA Class Rules 4.2(A) and (B), 4.3(A) and (B), each boat shall have on board a secured paddle with a blade surface of not less than 0.025 square metres and each competitor shall carry a whistle attached to his clothing or body.
16. LIABILITY
16.1 Participants compete entirely at their own risk and responsibility.
16.2 The Organizing Authority and any other party involved in the organisation of the championship regatta, accept no liability whatsoever for any injury, damage, loss or claim, whether personal or material, incurred by or inflicted to participants before, during or after the regatta.
16.3 Competitors must carry property and liability insurance covering all risk.
